Ghana Deepens Private Sector Role to Close Housing Gap

Ghana is doubling down on public–private partnerships as the housing deficit continues to strain urban markets. Officials say stronger collaboration with developers is key to expanding affordable and sustainable housing supply
The Government of Ghana has reaffirmed its commitment to addressing the country’s housing deficit through deeper partnerships with private real estate developers. The approach is centred on expanding collaboration to increase the delivery of affordable and quality housing across rapidly growing urban centres.
According to officials, rising demand for housing in cities such as Accra continues to outpace supply, making private sector participation essential in closing the gap. The government emphasized that it is focused on creating an enabling environment for developers through improved policy frameworks and investment support.
The strategy builds on ongoing efforts to attract long-term capital into the housing sector while encouraging innovative development models that can scale up supply. Public–private partnerships are being positioned as a central mechanism for delivering both mid-range and affordable housing solutions.
Stakeholders say the success of this approach will depend on sustained policy consistency, improved land administration systems, and financing structures that make housing more accessible to a wider segment of the population. As urbanization accelerates, the housing gap is expected to remain a defining policy challenge.
