Ghana Housing Must Prioritise People, Not Just Buildings — Minister

Ghana’s housing conversation is shifting from construction volumes to how people actually live in urban spaces. Officials are now calling for a redesign of real estate to focus on livability, identity, and long-term urban resilience.

The Minister of Works, Housing and Water Resources has urged a fundamental rethink of real estate development in Ghana, stressing that housing should go beyond the mere construction of land and buildings to focus on people, communities, and quality of life.

Speaking at the Africa Real Estate Festival in Accra, he emphasized that real estate must be understood as the spaces where people live, work, and connect, shaping dignity, safety, productivity, and social cohesion. The message called for a shift toward more human-centred and culturally grounded urban development.

He also highlighted that the private sector currently delivers the vast majority of housing in Ghana, making collaboration between government and developers essential in addressing the country’s housing deficit. This includes reforms in land administration, mortgage systems, and affordable housing delivery models.

As Ghana continues to urbanise rapidly, stakeholders say the future of real estate will depend not just on increasing supply, but on building integrated, livable cities that balance affordability, identity, and sustainability. The government is expected to expand reforms aimed at improving planning and financing mechanisms across the housing sector.
