Rwanda is turning to rent-to-own housing to help low-income households become homeowners. The model could allow tenants to buy homes over time without the barriers of traditional mortgages.
Rwanda is preparing to launch a rent-to-own housing programme aimed at helping low-income households move from renting to homeownership. The Rwanda Housing Authority and the City of Kigali are securing land in Mpazi and Nyabisindu for developments where tenants will make monthly payments that gradually build ownership stakes in their homes.
The initiative responds to a major affordability challenge, with studies showing that most urban households cannot afford existing housing options. Officials say the model will allow residents to pay amounts similar to their current rent while working toward ownership over time. The programme is also linked to Kigali’s broader rehousing strategy, which upgrades informal settlements and frees land for higher-density affordable housing. Authorities hope the pilot will attract private investors as the city pursues its target of delivering 10,000 affordable homes within five years.
